Minecraft is just badly optimized and its not your fault. I dont have the best gaming computer in the world, but i can run many high to mid tier games, such as CS:GO with 300 fps. Make sure you actually have a computer with the proper specs, i have an Intel i5-9400F 2.90GHz Processor, 64 GB of RAM, and my GPU is a NVIDIA GeForce GTX 1660 with 4GB of VRAM. Verify that your graphics drivers are up to date, and your system is up to date You can schedule tasks to automatically run on your Minecraft server using the Multicraft control panel. Confirm that you want to change the priority and then your good to go! Open your task manager and set java to high priority, you can do this by right clicking on Java (TM) Platform SE Binary, click on go to details, javaw.exe should now be highlighted. I have been having this problem for a long time too, I have a decent computer and have been getting microstutters every 5 or so seconds within the first minute of playing the game.
